GrandStrategy: MatrixActions

Using Matrix actions should have definite, strong guidelines. One possible approach is to have a points-based system; this makes a lot easier to adjudicate actions, and will tend to give ideas about possible limitations on actions. Deciding on these prices may also be useful for deciding on the prices of buildings and/or other stuff during the game.

To work out whether a action succeeds, check it's not intrinsically dumb, since there is a stated 'plausibility' criteria. Then add up all the benefits, subtract all the limitations, then subtract a little bit more for every good reason they give; and then maybe subtract a bit more for the fact they're expending one of their limited number of matrix actions.
