Ability Scores:
Ability scores are determined using the point-buy method outlined on p. 169 of the 3.5 DMG (reproduced below). Characters have 32 points to spend on their ability scores.
At every fourth level (4th, 8th, 12th) characters may add +1 to any one ability score of their choosing.

Hit Points:
All characters start with maximum hit points at first level. At each level thereafter they gain 75% of maximum hit points. (That is, wizards gain 3 hp/level after first, clerics and others using d8 get 6 hp per level. Those using a d6 gain 4 hp at 2nd level, 5 hp at third level, 4 hp at fourth level, 5 hp at fifth level, and so on. Those using a d10 gain 7 hp at second level, 8 hp at third level, and so on).
Regents gain +10 bonus hit points. Should they lose their domain, they also lose these bonus hit points.
