This is a general outline of the powers of the Emperor and the College of Anuirean Dukes, as enshrined in various official founding documents. If you have any questions, contact the Game Masters.
The Limits of Imperial Power
Being fragments of recognised (and observed) Anuirean Constitutional Practise and Law.
I. Basic Rights & Powers of the Anuirean Emperor
The powers and obligations of the Anuirean Emperor are as follows:
- Commander in Chief of the assembled Anuirean armed forces.
- Commander of the Imperial Legions.
- Supreme magistrate of Imperial Law.
- Grant pardons and reprieves from offences.
- Bestow noble titles and privileges.
- Convene special sessions of the College of Archdukes.
- Negotiate foreign treaties and receive foreign ambassadors.
- Ensure that Imperial law is properly observed.
- Introduce new laws to the College of Archdukes.
- Approve or veto new laws passed by the College of Archdukes.
In addition, as the pre-eminent feudal liege-lord of the Anuirean Archdukes and lesser Nobility, the Emperor can issue a call to arms from some or all of their feudal vassals.
II. Basic Rights & Powers of the College of Archdukes
The basic powers and obligations of the College of Archdukes are as follows:
- Elect a new Emperor upon the death of the old Emperor.
- Confirm the grant of noble titles of Ducal rank and above.
- Declare war on foreign powers.
- Ratify foreign treaties.
- Ensure that Imperial law is properly observed.
- Introduce new laws for consideration.
- Pass Imperial laws.
- Suspend Imperial Law in any realm in times of rebellion or invasion.
- Pass laws that condemn persons for crimes or unlawful acts without a trial.
Powers not delegated to the College of Archdukes are reserved for the lesser Anuirean landed nobility. Actions by the College of Archdukes typically require a two-thirds majority.
III. Basic Rights & Powers of the Imperial Chamberlain
The basic powers and obligations of the Imperial Chamberlain are as follows:
- Govern the Imperial City in the Emperor’s name.
- Chair the Imperial Senate in the Emperor’s name.
- Maintain Anuirean legal and heraldric records.
- Command the Imperial Legions within the Imperial City.
- To act as the Emperor’s seneschal in all administrative endeavours.
