- Duke Herstan Orvrael:Herstan Orvrael is a one of the 'Estates-nobles', those nobles whose ancestors were able to convert the position of their nearby agricultural estates into massive political advantage in the climate of disorder and famine that followed the formal disintegration of the Empire of Sarfellen. Orvrael controls an extensive estate outside the city, which includes farmlands and timberlands, and a large part of the wards that comprise the dock areas of the city.
Orvrael is ambitious and committed to his purposes. What those purposes are is unclear, however.
He is well served by his loyal and competent personal retainers.- Gehrl:Gehrl is a mysterious magician who arrived in the City of Sarfellen recently. He hails from across the seas and has been known to have spent some time in the Green Islands. Amongst the sorcerous folk of those islands has has gained a reputation as a dangerous person who awakens those things best left undisturbed, primarily for his own benefit.
The extent of Gehrl's powers, and existence or qualities of any of his servants is currently unknown. It was Gehrl who performed the incantation over the idol of Panzuriel in the caves beneath the Cresting Wave Club.- Lady Hannah Markhame:Hannah Markhame is the descendent of family of important Imperial Era port officials who were charged with regulation and administration of the vital Sea Trading District. In the centuries of decline their importance waned, and the numbers of their clan dwindled, until only Lady Hannah is believed to remain. Although politically unimportant now, the wealth of the Markhame's is said to still be extensive.
It is unclear what purpose Lady Hannah serves in the Cult of Panzuriel, although it was discovered that she takes midnight trips to a salt-water pool inside some caves beneath her family's cliff-top manor, and while there she sings in curious unplaceable dialects.- Baron Edric Rydel:Edric Rydel is a Sea Baron, the descendent of one of the various commanders of the Imperial Fleets who were created as nobles after seeking patrons amongst the Estates-nobles. He commands a large part of what was the Second Imperial Fleet, which in the Imperial Era was the primary force dispatched on errands of conquest.
It is said in some circles that, despite his ancestors, Rydel has trouble finding the front of one of his galleys.- Augustin "The Fisherman" Deakins:Augustin Deakins is a moderately important merchant in the oil-factoring business. He is also "the Fisherman" a powerful figure in the criminal underworld of the dock districts.
The Fishermen, Augustin's criminal underlings, have recently been making enormous headway against their rivals in the Spice Cartel.- Lady Seriena Colier:Seriena Colier is another Estates-noble who possesses some control over the dock wards, although the Coliers have not fared so well as the Orvraels.
Publically it was understood that the Orvraels and the Coliers were rivals, although the ability of the Coliers to challenge the power of the Orvraels has been minimal in recent years. It appears that this was either a facade or that the leaders of the two families have made common, if secret, cause.- Baroness Kolina Tesserynd:Kolina Tesserynd's ancestors were important corporate monopolists in the Imperial Era. They remade themselves as mercantilistic nobles in the waning years of the Empire and have preserved, through hard work and judicious use of alternative methods, some of their power and most of their profits to this day.
- Baron Leon Tharrel:Leon Tharrel is one of the Sea Barons, although he has turned away from the strict business of maintaining ships to give his attentions to the training of the men who fight upon them. He has many novel methods and is said to be writing a book on the subject.
Tharrel maintains a large compound of well-trained and well-armed men as well as small set of docks to cater to their ships.
